THAT MOTION PASSES. BEFORE WE BEGIN OUR DISCUSSION ITEMS I WANTED TO TAKE JUST A MOMENT TO ACKNOWLEDGE THE PASSING OF CONCORD CITY COUNCILMAN SAM LEADER, A BIG SHOCK TO ALL OF US. SAM HAS BEEN A VERY, VERY INVOLVED PART OF THIS COMMUNITY. I THINK HE MOVED HERE IN 1995. IT SEEMS LIKE HE’S BEEN HERE MUCH LONGER THAN THAT. SAM HAS BEEN INVOLVED, IN ADDITION TO BEING ON CONCORD CITY COUNCIL, A LARGE NUMBER OF CHARITABLE ORGANIZATIONS, SERVED ON A LOT OF BOARDS AND COMMITTEES, HAS BEEN VERY INVOLVED IN OUR CHAMBER OF COMMERCE AND THE LIST GOES ON. WE ARE ALL VERY SADDENED AND SHOCKED BY HIS PASSING AND OUR HEARTFELT SYSTEMPATHY GOES OUT TO HIS WIFE, SHANNON AND HIS TWO SONS, MATTHEW AND BENNETT SAM ORIGINALLY WAS FROM WHITEVILLE AND WAS A VERY ENTHUSIASTIC ALUMNI OF THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL AND I THINK ALL OF US THAT KNEW HIM PROBABLY WILL MOST REMEMBER HIS INFECTIOUS LAUGH THAT FILLED A ROOM AND MADE ALL OF US FEEL BETTER. BUT HE CERTAINLY WILL BE MISSED. AND SO NOW WE WILL MOVE TO OUR DISCUSSION ITEMS AND FIRST UP IS FROM CVB YOUTH ATHLETIC FIELDS WE’RE HAPPY TO HAVE DONNA CARPENTER AND JOHN MILLS WITH US. WANTED TO COME BEFORE YOU TODAY TO TALK ABOUT OPENING SOME DISCUSSIONS BETWEEN THE COUNCIL OR THE COMMISSIONERS AND THE CVB AS IT RELATES TO YOUTH ATHLETIC FIELDS AND OPPORTUNITIES THAT WE MIGHT HAVE. SO JUST KIND OF DOING A LITTLE BACKGROUND FIRST. YOU WILL SEE ON THIS SLIDE THE CURRENT SITUATION OF THE CURRENT FIELDS THAT WE HAVE IN TODAY. AND YOU CAN SEE WE’RE CHASING ALL KINDS OF DIFFERENT SPORTS. WE DO VERY WELL WITH STICK AND BALL SPORTS HERE WITH THE CURRENT FACILITIES THAT WE HAVE, AND WE HAVE FOUND THAT WE WILL BE ABLE TO GO AFTER MULTIPLE SPORTS WITH MULTI PURPOSE AND TURF FIELDS. SO THAT’S KIND OF THE MAIN DISCUSSION THAT WE WANT TO TALK ABOUT TODAY. AND I BROUGHT JOHN POLE WITH ME AND JOHN IS OUR SENIOR VP OF SALES AND SERVICES AT THE CVB AND SPORTS SALES FOLLOWS UNDER HIS DEPARTMENT SO HE IS GOING TO TALK A LITTLE BIT MORE ABOUT THE NEEDS THAT WE HAVE IN THE COMMUNITY AND OPPORTUNITIES AND OBSTACLES THAT WE’RE CURRENTLY FACING.>>THANK YOU, DONNA. THE REALITY PART OF THIS IS DEMAND AND HOW DO WE CREATE DEMAND. REALLY THE BUSINESS WE ARE GOING AFTER RIGHT NOW IS MORE NON-TRADITIONAL. WITH THE ADDITION OF TURF FIELDS WE CAN GO BACK INTO THE TRADITIONAL SPORTS WORLD AND GARNER THAT OPPORTUNITY, CREATE DEMAND FOR THE TURF FIELDS WE ARE LOOKING AT. WHEN I SAY DEMANDS, LOOK AT THE OPPORTUNITIES THAT ARE DIRECTLY IN FRONT OF US: YOUTH FOOTBALL, LACROSSE, FLAG FOOTBALL, FIELD HOCKEY, SOCCER, QUIDDITCH AND RUGBY. THOSE ARE ALL AT OUR FINGERTIPS AND WE ARE OPPORTUNITIES IN PLACE CURRENTLY TO MOVE FORWARD WITH THAT BUSINESS. SO WHEN YOU LOOK AT TURF, AND I KNOW A LOT OF US KNOW THE BENEFITS BUT I JUST WANTED TO TAKE A LOOK AT WHAT DOES TURF DO FOR US AND IT IS MORE OF A DEMAND GENERATOR. THE SPORTS MARKET IS GROWING AND WILL CONTINUE TO GROW REGIONALLY AND NATIONALLY. IT ALLOWS US TO PLAY IN INCLEMENT WEATHER, SO INFRASTRUCTURE WHERE WE PUT THIS TURF ALREADY HAS THE INFRASTRUCTURE IN PLACE FOR FACILITIES SUCH AS TOILETS AND PARKING AND EVERYTHING LIKE THAT. THE SCHOOLS BENEFIT AS WELL BECAUSE THEY CAN USE THESE TURF FIELDS WHEN THEY NEED TO DURING THE YEAR. AND THE NICE PART ABOUT THIS IS IS THERE’S LOWER MAINTENANCE WITH TURF, LESS PESTICIDES, OBVIOUSLY. SO WHEN YOU LOOK AT AN OPPORTUNITY, LET’S JUST SAY A PIECE OF BUSINESS COMES IN AND THEY NORMALLY BRING 40 TO 50 TEAMS. THEY WILL BRING PARENTS AND THEN FAMILY MEMBERS. IT PRODUCES ABOUT 500 ROOM NIGHTS THAT WEEKEND OR SAID WEEKEND. THE DIRECT SPEND IS ABOUT $350,000, THE TOTAL ECONOMIC IMPACT IS ABOUT JUST OVER HALF A MILLION DOLLARS AND OBVIOUSLY THE LOCAL TAX GENERATED IS JUST UNDER OR JUST OVER $14,000. THAT’S SORT OF YOUR TYPICAL PIECE OF BUSINESS THAT WE CAN BRING IN OVER ANY WEEKEND. WHEN WE LOOK AT THESE WE ALSO LOOK AT THE LOST BUSINESS SIDE OF THINGS. I’VE GOT TO TELL YOU I REALLY DON’T HAVE A ANSWER WITH REGARD TO LOST BUSINESS BECAUSE WE’RE NOT FOSTERING LOST BUSINESS CURRENTLY. IN A YEAR FROM NOW I WILL BE ABLE TO STAND BEFORE YOU AND SAY THIS IS THE REASON WHY WE’RE LOOSING THIS BUSINESS, BUT WE WILL FOCUS MOVING FORWARD ON TRADITIONAL SPORTS THAT CAN PLAY LIKE RUGBY AND LACROSSE AND THINGS LIKE THAT AND WE WILL DO THAT BY ATTENDING THE SHOWS WE ACTUAL ARE. ONE OF THEM IS TEAMS, 1 IS DIRECT SPORTS AND ONE IS SPORTS EMPOUR YUM. THE REALITY IS TURF FIELDS BRING NEW SPORTS GROUPS TO CABARRUS COUNTY.>>SO WITH THAT SAID, THAT WAS QUICK AND A QUICK OVERVIEW. SO WHAT WE ARE ASKING THE COMMISSIONERS TO CONSIDER WOULD BE SITDING CURRENTLY THERE ARE THE PROXIMATELY 1.6 MILLION DOLLARS IN THE SPORTS DEVELOPMENT FUND AND THAT MONEY COMES FROM THE CBD AND OCCUPANCY TAX, WHICH IS 5 PERCENT EACH YEAR. AND CURRENTLY THE BALANCE IS A LITTLE OVER 1.6 MILLION. AND OUR PROPOSAL IS WE WOULD LIKE TO TURF COX MILL HIGH SCHOOL FOOTBALL FIELD, AS WELL AS JM ROBINSON FOOTBALL FIELD, AS WELL AS TWO FIELDS AT FRANK LIST PARK. THERE ARE 11 FIELDS CURRENTLY OUT THERE AND WE WOULD LIKE TO TURF 2 OF THOSE. IF Y’ALL DECIDED AND AFTER COX MILL AND JM ROBINSON WERE TURFED, WE WOULD HAVE 4 TURF HIGH SCHOOL FIELDS IN CABARRUS COUNTY THAT WE WOULD HAVE OR WOULD BE THE NEW WEST CABARRUS, COX MILL, JM ROBINSON AND CENTRAL CABARRUS WHICH IS CURRENTLY ALREADY TURFED. SO WE JUST WANT TO START THE CONVERSATION. I KNOW THAT WE DON’T KNOW, WE HAVEN’T BID THAT OUT BECAUSE WE DON’T KNOW IF YOU WOULD EVEN BE INTERESTED IN MOVING FORWARD WITH THIS PARTNERSHIP, BUT IF WE BID IT OUT AND WHILE — WE KNOW IT WOULD BE CHEAPER TO DO THEM ALL WHILE THEY ARE HERE AND IF THEY ARE HERE DOING WEST CABARRUS AND MAYBE WE COULD GET A DISCOUNT ON MULTIPLE FIELDS ú THAT, IT WOULD SAVE US SOME MONEY. IF IT DOES EXCEED THE 1.6 MILLION WE WOULD LIKE TO ASK THE COMMISSIONERS TO CONSIDER FUNDING THAT DIFFERENCE BETWEEN THE 1.6 AND THE COST OF THOSE 4 FIELDS THAT WE’RE ASKING AND THE CDB WOULD ENTER INTO AN AGREEMENT WITH THE COMMISSIONERS TO DEDICATE THAT 5 PERCENT, WHICH IS ABOUT $300,000 A YEAR CURRENTLY, THE MORE VEZATION WE HAVE THE HIGHER THAT COULD GO. SO THAT WOULD BE DEDICATED TO PAY THAT BACK BEFORE ANY OTHER MONEYS WOULD BE SPENT OR ASKED FOR TO BE SPENT OUT OF THAT FUND. SO THAT’S CURRENTLY WHAT WE WANTED TO COME AND PRESENT TO YOU THIS AFTERNOON AND ASK FOR YOUR CONSIDERATION. DOES ANYONE HAVE ANY QUESTIONS?>>I DON’T HAVE ANY QUESTIONS. I’VE BEEN IN SEVERAL DISCUSSIONS ABOUT THIS. AFTER ALL THOSE DISCUSSIONS I’M CERTAINLY OPEN, AGREABLE, TO YOU MOVING FORWARD. OBVIOUSLY THE PRICE, YOU KNOW, FINDING OUT WHAT THAT IS AND THEN WHAT THE DIFFERENCE AND THAT KIND OF THING, BUT AS FAR AS PURSUING THE EFFORT, I’M ALL FOR THAT.>>I WOULD LIKE TO MENTION ALSO THAT OUR TAX DOLLARS ARE ONLY ABLE TO BE SPENT ON TOURISM RELATED EXPENDITURES. SO THIS WOULD NOT BE A TYPICAL EXPENDITURE THAT WE WOULD BE ABLE TO USE TO UPFIT OR UPGRADE A CURRENT HIGH SCHOOL. IT IS NOT SOMETHING WE’RE ALLOWED TO SPEND THE MONEY ON, BUT IF IT IS A TOURISM RELATED PROJECT THIS AFFORDS US THE OPPORTUNITY TO NOT ONLY USE THIS FOR TOURISM RELATED TOURNAMENTS THAT WOULD BE USED AT THOSE HIGH SCHOOLS, BUT IT WOULD ALSO AFFORD US AN OPPORTUNITY TO HELP THE HIGH SCHOOLS TO UPGRADE THEIR FIELDS.>>I THINK THAT’S THE KEY PART. THE CITIZENS GET BACK OUT OF THAT AS WELL.>>YOU KNOW, IT’S ONE OF THOSE THINGS WHERE IT ONLY HAPPENS EVERY SO OFTEN THAT WE’RE ABLE TO USE OCCUPANCY TAX THAT HELPS TO BENEFIT THE LOCAL RESIDENTS. THIS IS A WONDERFUL PROJECT IN OUR EYES AND I KNOW COMMISSIONER HONEYCUTT SITS ON OUR BOARD AND I THINK I CAN SPEAK FOR THE BOARD THAT THEY WERE VERY EXCITED ABOUT THIS PROJECT IF THE COMMISSIONERS SAW FIT TO MOVE FORWARD.>>I DON’T SEE ANY PROBLEM WITH THE TWO HIGH SCHOOLS, YOU KNOW. OBVIOUSLY THE PARK, UNTIL WE GET THAT LEASE RENEWED OR GET SOME KIND OF AN EXTENSION OR SOMETHING, I KNOW WE’VE TALKED TO REPRESENTATIVE SASSER ABOUT THAT AND HAVE YOU HEARD ANYTHING, MICHAEL?>>NOT FROM REPRESENTATIVE SASSER. THE CURRENT LEASE DOES ALLOW IT’S FOR THE SOCCER ASSOCIATION SORT OF CONTROLS 5 FIELDS, CITY OF CONCORD CONTROLS 5 FIELDS AND THEN THE COUNTY IS THE 11TH FIELD. THERE’S LANGUAGE IN THERE THAT AS LONG AS THE OTHER TWO AGREE THEN THE THIRD ONE CAN USE IT AND IT’S ALWAYS THE SOCCER ASSOCIATION HAS BEEN USING THEM NIGHT AND DAY, WEEKENDS AND EVERYTHING FOR MOST OF THE YEAR EXCEPT IN THE FALL THE CITY OF CONCORD USES THEM. THE CITY OF CONCORD IS LOOKING TO EXPAND THEIR LEAGUE, THEY NEED TO BASE THEMSELVES, SO I THINK IT’S A GREAT IDEA. WE SHOULD DEFINITELY ENTERTAIN IT IF WE CAN BUT WE START MASSAGES THAT AGREEMENT AS SOON AS POSSIBLE. AND THEY MAY BE MORE OPEN TO IT IF THEY KNOW THEY WILL HAVE USE OF TWO FIELDS AS WELL. BUT I AGREE WE NEED TO HAVE MORE DISCUSSION WITH THAT SOCCER GROUP FIRST.>>I THINK HE’S REFERRING TO THE LEASE WITH THE STATE OF NORTH CAROLINA.>>YEAH, WE HAVEN’T GOT ANY WRITING YET BUT WE HAVE GOT THE VERBAL AGREEMENT THEY ARE GOING TO APPROVE IT. WE’RE NOT QUITE SURE WHEN WE’RE SUPPOSED TO GET THE WRITTEN EXTENSION A COUPLE MONTHS AGO AND STILL HAVEN’T GOTTEN IT. SO B*F WE MOVE FORWARD WE CAN GO TO THE STATE AND PUSH THEM ONE WAY OR THE OTHER. THE TWO HIGH SCHOOLS, NO PROBLEM. AL BROWN IS DOING THEIR STADIUM AS WELL, I THINK THEY MAY COME UP A LITTLE BIT SHORT, ROWAN COUNTY IS HELPING THEM, WE MAY USE SOME OF OUR FUNDS TO HELP THEM FINISH THAT PROJECT AS WELL. THE BIGGEST THING IS THEY NEED PRODUCT TO SELL AND THEY HAVE CUSTOMERS SITTING THERE WAITING FOR US TO DO SO AND I THINK THAT’S — IF YOU HAVE A DEDICATED REVENUE STREAM TO PAY FOR THOSE ADDITIONAL FIELDS THEN I THINK IT’S PRETTY DOABLE PROJECT.>>I AGREE. I THINK, HOWEVER, THAT PROBABLY THE BETTER IDEA AND, DONNA, WE’VE TALKED ABOUT THIS, WOULD BE A SPORTS COMPLEX. BUT THE MONEY IS JUST NOT THERE. YOU ARE LOOKING AT 13, 14, 15 MILLION DOLLARS FOR A SPORTS COMPLEX BUT YOU ARE LOOKING AT 9, 10, 12 FIELDS TOO THAT COULD ACCOMMODATE SOME OF THE ACTIVITIES YOU ARE TALKING ABOUT, A BIG REVENUE GETER, YOU MIGHT SAY. BUT FOR THE MONEY WE HAVE THIS IS THE BEST OPTION. THE SCHOOLS AND THE COURTHOUSE CONSTRUCTION AND ALL THE DIFFERENT THINGS WEGOT GOING RIGHT NOW, I THINK IT WOULD BE HARD TO FIND 13, 14 MILLION DOLLARS AND IT MIGHT EVEN BE HARD TO FIND THE DIFFERENCE BETWEEN 1.6 AND WHATEVER BECAUSE, YOU KNOW, WE WATCH THOSE DOLLARS PRETTY CLOSE. HOWEVER, WITH THE SOCCER AGREEMENT IN PLACE, THE USE WOULD BE VERY LIMITED SO UNTIL THAT’S OUT OF THE WAY, THE OTHER ONES WE WERE LOOKING DOWN BY THE TENNIS COURSE, PLUS BUILD THE PARKING LOT AND EXTEND WATER AND SEWER LINES. WE THINK THAT WILL BE WOVEN INTO THE FABRIC OF ITS CONTEXT AND CREATED THESE INTERCONNECTED COMPOSITIONS. WHAT IS THE COMPOSITION THAT WE’RE KIND OF WEAVING TOGETHER? AND IT’S QUITE DRAMATIC AND QUITE DIVERSE, WE HAVE THE HISTORIC COURTHOUSE OF 1876 AND THE EXISTING COURTHOUSE OF 1973 AS PART OF OUR EXISTING CALM TEXT AND WHAT WILL BECOME A CAMPUS AND WE’LL TALK ABOUT THAT AS WE MOVE THROUGH, THE OPPORTUNITY OF MEANS BECOMES MEANS PLAZA AND DEFINING ENTRY TO THE BUILDING AND REALLY REACHING OUT AND STARTING TO CONNECT TO THE BROADER CONTEXT OF THE DOWNTOWN HERE. SO THAT LEADS US TO KIND OF THE BIG DRUM ROLL OF THE EXTERIOR EXPRESSION ROLLOUT. THIS IS OUR FIRST VIEW OF THE PROJECT. THIS IS KIND OF A GROUND LEVEL PERSPECTIVE AND WE’RE STANDING ON UNION, WE’RE LOOKING UP WHAT WAS MEANS, A ONE WAY CAR WOULD HAVE BEEN DETAILED, AN AK MATED AND HLY W ACTIVE PEDESTRIAN PLAZA THAT IS THIS PROCESSION FROM THE PARKING GARAGE THAT IS BEHIND US IN THIS VIEW LEADING US INTO THE MAJOR PUBLIC ENTRY OF THE BUILDING. WE WILL BE KIND OF FOREVER PROCESSING THE SIDE, THE HISTORIC 1800’S COURTHOUSE AND REALLY HONORING THAT AS A PART OF THE CAMPUS WE THINK IN AN APPROPRIATE WAY. SO THAT NEW ENTRY ELEMENT, WHILE THE PRIMARY COMPOSITION OF THE BUILDING IS A 4-STORY MASS, THE ENTRY ELEMENT STEPS DOWN APPROPRIATELY TO THE 2 STORY VOLUME, MORE IN SCALE WITH THE HEIGHT OF THE HISTORIC COURTHOUSE. YOU CAN START TO NEGOTIATIONS OF MATERIALITY AND RHYTHM THAT WE’LL GET INTO IN THE NEXT IMAGE BUT THIS IS THE IDEA OF THE FRUPBLTD DOOR OF GREAT OUTDOOR ROOM THAT IS S MEANS PLAZA AND BECOMING SOMEWHAT OF THE TERMINUS POINT TO DEFINE THAT RICH PUBLIC SPACE. ONE OF THE OTHER ELEMENTS I WILL NOTE ON THIS IMAGE IS THE IDEA OF SUN SHADING AS A REALLY INTENTIONAL PART OF THE PROJECT. WE LOVE THIS NOTION OF TRANSPARENCY THAT THE BUILDING IS GOING TO HELP ANIMATE THE CITY AND ENGAGE THE CITY AND THAT’S ALSO KIND OF POETICKALLY APPROPRIATE, THIS NOTION OF TRANSPARENCY AND ACCESSIBILITY AS PART OF THE JUSTICE SYSTEM, BUT WE WANT TO HAVE THESE GREAT LIGHT-FILLED INTERIORS WE NEED TO CONTROL THE LIGHT, FILTER THE LIGHT, BE COGNIZANT OF GLARE AND HEAT GLARE IN THE BUILDING. ON BOTH SIDES OF THE COLUMN AID HERE ON THE INTERIOR LAYER THERE’S THIS CUSTOM SUN SHADE THAT IS REALLY THE MOST KIND OF DIRECT NOTION OF THIS IDEA OF WOVEN INTO THE FABRIC AND WE’VE BEEN REFERRING TO IT AS THE WUEPL RR, IT IS THIS KIN OF METAL VEIL OF AN ELEMENT THAT WE ARE FILTERING DOWN AND CREATE SHADOW AS LIGHT PASSES THROUGH. SO YOU CAN SEE THE TWO-STORY ENTRY ELEMENT ON THE FAR RIGHT OF THE IMAGE, THAT IS THE OTHER SIDE OF THAT KIND OF TWO STORY GLASS BOX COLUMN NAID ENTRY OF THE BUILDING. REALLY THIS FACADE OF THE BUILDING IS PREDOMINATELY PUBLIC SPACE WITHIN THE BILLING. THE SECOND AND THIRD FLOORS ARE THE DISTRICT COURTS AND THE FOURTH FLOOR IS THE SUPERIOR COURT. WE WERE WANTING TO STRIKE A LINE ON THIS BUILDING MARKING THAT THIRD FLOOR ELEVATION WHICH IS A HEIGHT WITHIN THE DOWNTOWN THAT IS PREDOMINANT AND REALLY ESTABLISH THAT LINE WITHIN THE GREATER CONTEXT AND THEN LIKEWISE EXPRESS THAT FOURTH FLOOR, THAT SUPERIOR COURT FUNCTION SPACE, IN A LITTLE BIT OF A DIFFERENT WAY. THIS IS MORE OF AN ELEVATIONAL VIEW OF THAT SAME SIDE OF THE BUILDING. THIS IS AS IF WE WOULD BE ON THE ROOF OF THIS BUILDING, THE COUNTY GOVERNMENT BUILDING, LOOKING ACROSS THE STREET. SO I’LL MOVE THROUGH A COUPLE DIAGRAMS RELATIVELY QUICKLY. THIS IS ONE MOMENT IN TIME STUDY THAT WE ACTUALLY LOOKED AT IN TERMS OF THE MODELING AND THE RENDERING AND JUST TAKING A VIEW OF THE COURTHOUSE, THE HISTORIC COURTHOUSE, THROUGH THE COLUMNADE, THIS IS ONE SPLIT SECOND IN TIME AS YOU ARE WALKING UP THE SIDEWALK. BUT AS YOU RECALL FROM THE RENDERING WE’RE ACTUALLY PROPOSING THAT THE BRICK CORNER AND THEN PUSHED BACK TO THE PLANE OF THE EXISTING MAIN GLASS ENTRY ELEMENT AND THEN REWRAPPED IN GLASS SO IT BECOMES MUCH MORE OPEN IN TERMS OF THE VIEW THROUGH THE COLUMNADE AND THIS KIND OF ARTFUL BLOOM SUNSHADE THAT IS PART OF THE NEW EXPRESSION OF THE BUILDING. I THINK AS THIS, AS THIS PHOTOGRAPH REALLY CLEARLY SHOWS WHAT’S SMEELDING THE VIEW OF THE COURTHOUSE AS MUCH AS ANYTHING FROM THE PEDESTRIAN SCALE IS THE LARGE MASONRY PLANTERS THAT FLANK BOTH SIDES OF THAT EXISTING ENTRY STAIR AND SOME OF THE WAY IT’S GROWN UP OVER TIME. BUT FROM A DESIGN, PURELY DESIGN PERSPECTIVE, WE WERE INVESTIGATING THE SCALE OF THE SPACE, THE POTENTIAL USES FOR THE SPACE, AND WHAT’S GOING TO BE KIND OF AN EXCELLENT RICH PUBLIC SPACE THAT IS APPROPRIATE TO THE EXCELLENCE OF THE DOWNTOWN OF CONCORD, THE EXCELLENCE IN THE WAY THE COUNTY SERVES ITS CITIZENS. TO GET A SENSE OF SCALE, IT’S REALLY A RATHER LARGE OUTDOOR PUBLIC SPACE WHEN YOU TAKE ALL THE CARS AND THE LANES AWAY, IT’S A PLACE WHERE A LOT OF PEOPLE CAN ENGAGE WHETHER IT’S AGAIN IN A FORMAL ACTIVITY OR EVENT OR INFORMALLY. THEN WE CAN MAYBE QUICKLY AT THE OTHER END OF MEANS PLAZA, YOU CAN FLOW BEYOND OR BESIDE THE COLUMNADE OF THE BUILDING, THERE’S THIS IDEA OF A POCKET PARK THAT ENGAGES THE ENTRY HERE AND ANNOUNCES ITSELF ON CHURCH STREET AND JUST BEGINNING TO THINK A LITTLE BIT ABOUT SCALE AND MATERIALITY AND HOW TO DEFINE THAT SMALL SPACE AND PROTECT THE DOOR. ONE LAST IMAGE AND THAT’S KIND OF THE RETHINKING OR THE REIMAGINATION OF THE ENTRY, THE CURRENT ENTRY, INTO THE EXISTING COURTHOUSE WHICH WILL NO LONGER BE AN ENTRY. WE REALLY ARE TRYING TO MOVE EVERYONE IN THE DESIGN OVER TO MEANS AND ACCESS THE BUILDING IN THE ONE PLACE THAT THE PUBLIC NEEDS TO COME THROUGH AND BE SCREENED. SO HOW WILL WE REPURPOSE THIS SPACE? THERE’S A CHANGE IN ELEVATION AS YOU ARE AWARE, THERE’S SOME LARGER PLANTINGS AND LANDSCAPING THAT WE THINK NEEDS TO BE REMOVED BUT WE LOVE THIS IDEA OF A GREEN TERRACE OR A GARDEN TERRACE THAT KIND OF HARKENS BACK TO THIS NOTION OF STAIR THAT DOESN’T INVITE ENTRY. IT DOESN’T ANNOUNCE ITSELF AS A STAIR YOU CAN ACCESS GOING UP INTO THAT COVERED SPACE. EMORY ORTIZ CONTACTED US SAYING THE FOERPBL READING WAS NOT WORKING AS EXPECTED AND THEY NEEDED ANOTHER OPTION. IT WAS VERY CUMBERSOME FOR THE SIMPLE PROCESS THEY NEEDED TO ACCOMPLISH. SO OUR INNOVATION TEAM PULLED TOGETHER, TWO OF OUR TEAM MEMBERS HAD JUST RETURNED FROM A MICROSOFT APPLICATIONS SUMMIT WHERE THEY LEARNED HOW TO QUICKLY STAND UP USING OFFICE 365 AND POWER APPS. BRITNEY IS GOING TO TALK ABOUT THAT.>>I NEEDED A WAY TO GATHER THE INFORMATION FOR PEOPLE TO SIGN UP FOR SUMMER READING. SO WE USED MICROSOFT FORMS AS A WAY FOR THEM TO DO THAT. SO THIS IS WHAT THE FORM LOOKS LIKE AND THEY JUST HAVE ALL OF THE REQUIRED FIELDING THAT YOU WOULD JUST FILL OUT TO SIGN UP FOR SUMMER READING. IT WAS REALLY QUICK THAT WE SET IT UP AND WE HAD IT IN, WE TEXTED IT AND HAD IT LIVE IN TIME FOR THEM THE NEXT MORNING. SO WHAT WE’LL HAVE YOU DO SHORTLY FOR A LITTLE WHILE IS WE’RE GOING TO BREAK YOU INTO TWO SECTIONS, ONE WILL LOOK AT AREAS FOR IMPROVEMENT AND ONE WILL LOOK AT PRIORITIES AND FIND COMMONALITIES AND WHAT THOSE LOOK LIKE AND THEN HAVE YOU COME BACK TOGETHER. IT’S A LARGE GROUP OF PEOPLE AND WE WERE INTENTIONAL ABOUT MAKING SURE THAT THEY KNEW THAT THIS WAS NOT A CONSENSUS-BUILDING ACTIVITY. WE WANTED THEM TO WRITE DOWN ALL THEIR INDIVIDUAL IF THEY WERE SITTING AT THEIR S COMPUTER AT ONE OF THE ONLINE INPUT SESSIONS. WE WANTED THEIR INPUT HERE FOR YOU TO SEE, SO THAT’S HOW THAT WORKS. SOME OF THE SESSIONS THAT HAD SMALLER NUMBERS OF PEOPLE, THE WAY THIS WORKED IT WAS A ROUND ROBIN WHERE WE HAD THE 4 QUESTIONS AT 4 POSTERS AROUND THE ROOM AND THE GROUPS WERE BROKEN UP AND THE INDIVIDUALS WENT FROM POSTER TO POSTER TO ANSWER THOSE QUESTIONS AND COULD BUILD OFF THE RESPONSE OF THE PERSON BEFORE THEM. FOR THE SMALER SESSIONS IT WAS A FACILITATED DISCUSSION, YOU GET A LARGER NUMBER OF RESPONSES AND MORE INPUT WHEN YOU HAVE THE ROTATION BECAUSE PEOPLE HAVE THE OPPORTUNITY TO WRITE AND NOT FEEL LIKE THEY HAVE TO VERBALIZE THEIR OPINION. HOWEVER, IF IT’S A GROUP OF 5 PEOPLE THAT DIDN’T WORK. WE STILL WANTED TO GATHER THEIR INPUT AND HAVING A FACILITATED DISCUSSION MADE THAT HAPPEN SO SMALLER NUMBER OF RESPONSES IN THOSE SESSIONS.>>EXPLAIN TO US AGAIN WHAT YOU WANT US TO DO?
