okay well we’re gonna get started I know that we have a sellout crowd here
but I think the sake those who work here
we’re gonna get started in its people I’m in the in catch up with us but a.m. we have to forum schedule at obviously today
here at the liberal arts campus in tomorrow same time at the Pacific Coast campus in
FF 107 so a I’m going to begin by just introducing this and then
I’m gonna ask doctor peterson to come up and actually walk us through questions that have
arisen primarily those raised by interested
Troy a regarding the data a program discontinue we wanted to give people an opportunity
see and a matchup the data is where a the administration and the program discontinuance process came
up with the data I was used I was applied and sure that people understand where he’s
coming from let me begin by saying that because you who are here thank you for
coming a.m. and along the way a.m. if there’s the specific question a that you wanna ask I’ll turnover doctor peers
than this the high ones progress that but if you can let him get the most for
the presentation and might make it easier is there are several questions are going
to be answered along the way let me also say that time you know the district takes very
seriously and when I say the district that’s not just the administration that
the faculty leadership class white leadership everyone involved in the college I’m take very seriously the work a that we do here and so so that’s why
we’re having this form although there have been a number have
questions that have been posed in a public board meeting when i sat down with the Student
Leadership those questions were never pose directly to me we’ve tried to go about
this in a way to get you answer these questions and
provide students an opportunity see where the
differences lie let me also say that there’s been a series of accusations made not just
about the data but about the way the district conducted its
business a.m. we have directly responded to interested
Troy and ASB president Lawrence the Indians
certainly those responses can be made available to to anyone who asks on furthermore there been questions raised directly to
me from several students that I want to make sure answer before
we continue the last question I received all-star with first is what impact would the recall election that has been
launched have on the district budget in let me just make clear that every
election is paid for by the call every election
that we have because possible for pain that popped so whether
it be a regular election special election recall election the district bears the cost though that
election in most elections the cost is shared
between a Long Beach Unified School District in
the city of Long Beach because we conduct or elections together for example the next regular election
next April that cost would be shared between 3
agency if there is a recall election or a
special like to the district would pay for that on its own though in working with the the the the clerk’s office we’ve estimated that
passed at about 1.4 million dollars or the special a though the other
question that was raised is have we had a chance to
respond directly to interested Breuer and the answer is yes and we have also
asked interested bro provided all the information that he has a that he contends conflicts with the data that we’ve used
and the date we have not received that information
we’re hoping that at some point that information is provided so that we can more clearly illustrate
the differences in the data a.m. at this point we’re
just go based going based on the information that he
provided verbally and hopefully that provide a clear
picture where we are so a.m. with that I want to turn it over to
doctor Peterson to walk us through the data along the
way several vice president here and I will be here if there are specific questions that are
raised regarding either process the data the information use powers use the
information provided to the trustees and what the actual
regulations specify in terms of my responsibility
the responsibility of the academic bennett the Academic Council
president leadership group and any other as force for a body that been formed a campus provide them advice Council and recommendations is
different and president the with that I will turn over documents now so that that goal today is to you a walk you through C you have access to
the tools to at the day that we used in that but I’m
discontinuance process and to address them the discrepancies
that come up that I really lay this out components so the person we’re just gonna walk you
through Sunday discrepancies two weeks ago the vice president’s working with
ASP held a student for and during this to
inform testy try it provided a at where he at address discrepancies in
three key areas: number impacted students that degrees
and certificates awarded and the job growth and some were gonna
walk through it does three areas I’m then I were to walk through two
examples at the exact criteria that was used in
the program just two teams process out 14 program he really see interior
design and then again or PCC eighties to me you can’t
see two examples where we put the date in how the
decision was made and never gonna show you this summer tito schedule so I’d like to
do is do the first piece on the day
discrepancies and take a moment to answer any
questions and then move into second piece on program sentence okay so the first
piece that we had command have for programs continues and we
looked at the number impacted students I we have reported that is being a 130 in the data provided by Press Detroit
that was listed as 363 sound a walk you through those numbers
so where does that 363 come from let me show you so each year we ask our programs
departments to create plans for next year we try to get
them data to work from to you’ll see on our website seen our
website we have data for planning and program review and here the most recent data we have
available is 2011/2012 is available for all the
programs and if you scroll down you’re gonna see that we’ve broken it out by our
instructional schools school can you find that underneath the treats investor
technologies number five there is aviation summit
click on aviation and year as we put the a okay area so what you’ll see is disperse I here you’ll see over on Roman
annual for 2011-2012 in OC the number there the
363 to this is where that 263 number is coming so this is the annual enrollment for the
full year 2011-2012 I’m a scroll down his and be smarter than me is not are okay so if you scroll down you’ll find that on the second page this
is broken down by term staffers number 363 was the and you will
enrollment you look here you’ll see that this is
broken down by terms you can see in fall 2011 is 2011/2012 is made up of fall 2011 in
spring 2012 softball 2011 there’s a 174 enrollments and spring 2012 there’s a hundred 89
enrollments cases this is the data that that was
playing for the 363 time I walk you through this now and
what this me ok so there’s a difference between
enrollment unduplicated headcount enrollment is a
total number of seats filled in all the classes and programs so any
given example I’m we could count the same student
multiple times in multiple classes to similar example here that kwan takes
aviation maintenance 2002 to in 2003 that II in the fall semester this is counted as two enrollments has
one spilling two seats but actually only one student a now unduplicated headcount individual
students bad is the student bon regardless to the
number of classes you takin ok so there’s a difference between
enrollment an unduplicated when we look at the dade I so do that second slide as we brought
down by terms for the annual your 2011-2012 you see
that 174 in the fall plus 189 in the spring
equals 363 enrollments Soto love three hundred and
63 seats were filled for the the year 2011-2012 K so what that means is if we’re looking
at individual students the total number of students but the
largest-ever students we could be looking at would be the largest number have one of
the terms in this case the largest number is in
the spring so the most individual students that that could possibly be with be 189 what we find in aviation
maintenance is it’s really set up as a I’m as useful
City two courses each semester to move
through the program and so most students take 2012 to you or to to into 2003 and 2004 through so we found that most judges are
taking one to two courses so it’s that 189 in romance actually equals 126 individual students for the spring 2012 semester you can see
why there’s a difference between that over on Rama said 363 and then the 126
which is once a master now granted when we are providing this
with the programs for them to prepare for the next year week even the most available data at the
time that was 2011-2012 as we came into the program discontinuance we have fall 2012 data so we use the
most recently so that’s where you seen here
the 130 number so we had in fall 2012 203 enrollments so 203 seat build but that represented actually 130 individual students you can
see where that discrepancy it looks like but
how it’s really counting two different things so we look at individual students were
looking at 130 now we provided I provided to the ASB at the numbers or enrollments in actual
headcount for all the programs we’re gonna create a link and put that
on to the website stats available as well so again now the research you pull that
data from I’m well where you put this on specifically
a specific page for program updates for prime
discontinuance to capture so it easy questions to find i’m looking over here to where we would
update the fact sheet as well so that’s the first discrepancy we look in a second discrepancy that was brought
up because the trail was to decrease in
certificates awarded my program as yours you for aviation
maintenance im program discontinuance state we reflect that their 6.5 degrees that were completed annually over a
six-year period and so what we did was kiss you
recognize there’s variance between years so we took six years of data and then
divided up by six to get in annual number this certificates we came
up with that annual number over six years with
nine you see that is very different from the numbers provided by trustee trying
to wrap the walkthrough where the state is coming from and how

student database you know when you enroll in courses we
track we track grade to track your success you progress
through and then were required to report that information to the chancers opts now where this is different between
these data pieces the chancellor’s office it that’s the
state is what we report at you can imagine there are I’m 112 colleges cell that and them trying to coordinate all this
data they establish very firm dates so by this date you report and and
this is the number so it’s very static at the day student data doesn’t work
that way right so is student might need a requirement
of a decree a week after because emissions record to stop
processing so my weekend I week after you get credit for that but
it wouldn’t reflect on the chancellor’s office because they’re there’s a dead at at date that it’s due in order to be consistent so there’s
some so the student database is dynamic is gonna be some minor
fluctuations I’m gonna show you and an attack that data mart the
chancellor’s office is the constant that the day to mars which you access to
someone walk you through that be able to see and I have talked to you
and the minor discrepancies there okay so I’ve got the link on here let me
take you to a so if you go on the chancers of it at

didn’t see him for the information under year SS select
district college because we’re single district I call it you can either do you district

pull for six years was from 2005 sixties actor 2010-11 since then they’ve updated but we’re
gonna look at that be consistent start with the 2010-11 and select all words program tight so aviation maintenance is hidden

a well and aviation technology and make
the whole sector a and then you report and then what pops
up down here below is your reporting and you can actually if you look back to see it better

you’ll see the total is 31 associates degrees awarded in 10 11 was 15 certificate requiring 30 sixty processing units
sixty so it all that data right back into here so what I’ve done for you CO is the
chances of a status again you’ll see I put the 15 from 10-11 and you see a foot in the sixteen
percent typical so you can do the exact same thing you can pool for the six years the data
directly from the chancellor’s office pretty greasy

OPP divide by six and you look at the annual number so
where you’re seeing is there some slight variations occurring
in the data here let me explain the first one for me the
first one is if you notice it looks like I K how you see I can 2005-2006 it looks
like one of those degrees was completed after the deadline for the
chancellor’s office so was counted in our database and 56 but
it shows up in 67 that’s why there’s foreign 3 to summit is that I mean I talked about
their says you see there so that there’s some minor discrepancy
but you see is really close still the 6.3 6.5 the reason why I A Rd to accounts 9 and said the chances of its
my point by this because we really tried to give that the
programs that benefit of the doubt as you know students are required to you
apply for check for a degree or certificate so
they don’t apply it doesn’t get record to go to the
chancellor’s office when we were in our report we run all students with Matt
author their requirements and so that’s why we
actually have captured acids and other requirements and is that
that nine versus the five points by so we gave the
program a little bit more the better doubt have completely so this is this is
where you can find that data and easy again just Pauline I i win each
year and just pulled it and then has them all
up and divided by six SS available for you to do for any of
these products okay cell and Tracy trade just mention
this question about FAA certificates and what we camped so
what’s the difference between that 1920 that chancers office and got the link
for you here as well as you can see from the chances of this handbook the
Chancellor’s Office identifies two types of certificates a certificate
of achievement and a certificate accomplishment a
certificate of achievement I’m is it’s more rigorous and it’s
official so it can appear on the transcript by
name says to discredit on the transcript and
usually has to be at least 18 units has to be approved by the
chancellor’s office so has to go through a rigorous review
process with a look at him job growth data with a look at other
programs offering it is this larger process and I’m and its officially recognized by chance or so
its so that’s our officials be then there are certificates
accomplishment so there’s flexibility for programs to try a chunk work into smaller segments to help give
students some credit with the work that they argue I’m be
sings 0 are not recognized by the chancellor’s
office because they don’t go through the same rigorous process that the chances of a sit down if so
they’re not recognized so when we do this review we are looking
at what is recognized by the chancers of its the FAA certificates are not
considered by the Champions office I’m and so they’re not considered and
turning the programs except and so that’s why that nine directly
comes from the data from the chancellor’s office data mart it does not reflect that the circuit to that’s where those numbers come from there was an intent at at the height is
really try to put directly from that date official the is the big a big point a.m. if the difference between an
educational institution issue lean a if you get your degree
which means some it it goes on your transcript you have to take additional courses who
accomplished this degree as opposed to the FAA
certification which we do not have to be I A we do not
have to have the same rigor who war you do not need an AA program to awarding FAA certificate we could do
that in a separate the past which we are
attempting to do now which we are working with different
players in the community just offer the FAA certification though that is the difference between
program discontinue and having a contract education course
it does deals with Pacific employer required certification difference is that significant
overtreatment or AA degree than for something
different then just certificate the we could
continue offering FAA certification and we have
been in conversations with people in the
community about continuing to offer FAA certification
but that is different in of green a an AA degree an actual degree so that is a big
difference in terms a what we consider a degree versus a a certificate that’s
why they’re not counted as being like we do not have to have a in an
accredited program by in accreditation I mean are college accreditation to offer an FAA ticket we could still do
that and we’re trying to work out an
arrangement where we bill offers them a certificate courses
we can continue to do to provide that need in the community but that is
different and the cost is very different between just offering that if a
certificate offering a degree for it know it would be 0 Jer %uh the question was if where what with the funding difference P
would we still be state-funded or the FAA offering the FAA certificate
purses a degree in the answer is No we would go directly to the employer to pave or where that or the student to
pay for that certificate so that the difference between of green a a state recognized a degree or
certificate verses in many cases what happens is we enter into a contract with
employed offer specific training but that past covered by the employer or sometimes that an organization that
brings several employees together do asked us to provide specific brain
but that would not be state wanted i three questions about how to find the date on that to resist and again out we have in our working through this
so out I’m available after to work you also
other programs that was set up so there’s there’s
ability power these pieces as one his meat was as possible and will
post this so it’s available as well okay job growth so I mentioned to use
that I’m when we look back here we look at
degrees is too get and still get achievement there’s a
requirement by the chancellor’s office to look at I job growth labor market information so they set some standards for it now
that I’m again that that data that we use program
discontinuance you can see they reflected in the data
provided by trustee i tryy two weeks ago and you can see
there’s a there’s a difference their size talk about where
the state country so what job growth data is required by the
state to the state the state expects a very write a review at labor market
information and sell they have at established working with the Centers of Excellence
and when asked I spent buying the company explain
walkthrough how this works and with the components
thank you great let me just clarify for you on what the senators that since our and
why they even exist the chances of this is the third primary
mission has economic workforce development as admission the centers of excellence
are funded through the economic development program in the chancellor’s
office they are designed to gather data and do
research on industry clusters in the stay to
California and it’s divided up into nine general
regions and those industry clusters are I’m focused on the ones in our own
regional economy the Center for Excellence did report a
year ago that was used for the data that you saw in the program assessments
made by the deans and academic affairs in so the Center
for Excellence uses primarily information that comes
from EMSI um economic modeling Specialists
international EMSI isn’t I is a and and entity that is
used by the federal government by the state government and is
recognizes the primary provider data by the chances of us to provide job job information and job growth
projections it’s that combination about 90 different
data sources let me just give you some in the examples and things that they use so for example the US Department of
Labor the Bureau of Labor Statistics quarterly census of employment and wages
current employment statistics local area unemployment statistics
unemployment and Training Administration within the US Department have labor US Department of Commerce Europe economic analysis local area
annual estimates local area personal income state annual testaments the US Census
Bureau US Department of Education primarily
from the National Center for Education Statistics is the integrated Postsecondary
Education data systems iPad switches what all community
colleges use across the country Common Core Data characteristics that schools in the
United States the office that educational research an improvement so these nine the data
sources are compiled and they are projected on a quarterly
basis when you take a look at something like edde where somebody others stand alone areas that provide data they usually do
a projection once a year sometimes twice a year but it’s not just in time like EMS I so
that’s why yes EMSI is selected as the primary provider
for the chancellor’s office so the information that you all have
received has come from NAT datasource it is being okay when another piece of
information I think that’s important for you to know is we track a specific program based on
standard occupational classifications are called eso sees so you’ve got eso sees I’m the chances
of this takes a look at those eso season they develop a taxonomy of
programs they also use in addition to the so-
sees these classifications instructional
programs these three classification instructional
program see a piece in são sees re-evaluated through the chances of this
and then a taxonomy programs is established which defines
programs of study and emphasis areas have study underneath
those programs so when you take a look at the programs
that we have for career technical education here at Long Beach City
College we have we had 54 are I’m sorry we had 44 we have
thirty-seven now with program discontinuance those are programs of
study and then we have a number i areas have
been for says he might think of them as disciplines underneath those areas but
that’s how you identify the particular job category to be able to track number of jobs in the projected grab job
growth in those categories so for a vacation maintenance right
there you can see that that three ESO si areas that are tracked in those that’s what we
use for the data mmm well this is a our job growth right here
as long beach in Los Angeles EMSI data and looks at the entire
country as a whole but it combines that but we’re primarily
interested though would be our own state in our regional economy you know cuz because we have a
responsibility in our service area we’ve got a fifty thousand and fifty
square mile service area and a regional economy and that’s what
we tried it I R career technical education programs to that’s our primary service area this again is that description have the
data so if you take a look for a five year period this is av as as a year ago May 2012
Long Beach was the flick the nineteen percent decrease the LA County I’ll point 1.7 decreased just as a piece
of information if you are going to take a look at that data today from Long
Beach its -20 1.3 percent no okay so that okays access to this data because you can see as we run through it
comes with a specific report so it’s not something that’s available
online and it’s a large link the airport so we’re
gonna make that available through vice president finance office to anyone who’s interested actually
sitting down in reviewing that and we’ve got the contact information
for you to do that so this 3 areas and three discrepancy
areas that we talk you are the enrollment data and you can
see where that describe a secret between
enrollment an unduplicated account that I degree certificate data
and you can see where that it was pooled fun from the chancellor’s office
reflecting that a used gun in his continuance and the job growth data and you can see
the source is that where that came from and then where you can and be able to
review so those are the discrepancy pieces in responding to those this concerns and %uh there was a
concern that that those were accurate and that’s why we want to really show
you how that data was was collected and when
I came for the second part about light duty this
then talk you through so they were multiple reasons mosbacher

couple of the programs and the crowd that recommendations that
were made on upon which the discontinue was based
think in a sense it’s so redo interior design which is located
your daily CNN look to 80s and maintenance for PCC so that and for each other programs
there’s a program assessment completed and the reasons for which that
recommendation was based for discontinuance for interior design West the extent to which program
enhances student success degree to which program duplicates
programs offered elsewhere in the service area and the workplace to me so the job
growth for the program completers now it’s important to know is a walk you
through this that and it’s not just one of these pieces it
all three combined that makes the impact peso you can see here for SES relook at
student success in the program so we’re walking back through before how we put the degrees and
certificates was it again real quick and never look at how you find
successful course completion by the project so well so it was successful course
completion so if you go to chancellor’s office again like we did before there’s another
query and this one is under outcomes retention success rate as they will do the same thing well go do mister by made on be like term so when we ran this we ran it by using
the fall terms Iran it both ways using pollens spring
and it gives you the same number so we’re in fall term and again that the data we had was from from 2000 56 2010-11 that would be fall 2010 would be the first with you last year two-hit ball 2010 program tight and and you start memorizing your CNN
raise the number let me take you where it comes from and your family consumer science and
then under interior design mister 30 no you that I will never
forget okay and then we’re gonna do all
instructional method and then review report so what this is gonna show you year at
the bottom it either stable that will show you for that for that
semester that a total enrollment count he said 309 this success count yeah here am and the success the success rate there and to the wrong code three pieces that
you want to look at are the success rate forty-four percent and then you wanna look at the
enrollment count and success count and the reason why do this because we again we look at a six-year average
you want to be able to you came if you’re like me and you want the
most is Addie I just add up all the percentages and guess
what that doesn’t work you actually have to use the numbers so you have to go back and pulls that
the total success count from the total enrollments so its I figure that out will slow to this week
to see here so I went back through for all the programs in OC that 44.9 percent that week after ball
2012 this successful in Romans and the total
enrollments pace again I just pulled the same thing
I just did the same query for e2 the possum esters perfect
2005-2010 to then am when you add those at this app and then divide by six you
end up with that 52.7 1 percent I’m it’s a little
different from the 52-point by six percent I’m not entirely because again this
D-day is I’m its dynamic so if they’re sick greatest
17 incomplete and then it was successfully
complete the course afterward and it that would be a change for
example so there is some minor changes there as you can see that 52 percent that
college white average success rate for programs is 63 percent so you can see that 52 percent is low to that peace there success and again as a surgeon foregoing the
chancellor’s office I put the numbers out for that degrees and certificates again for those six years and then did
added them up divided by six to get the average and
you’ll see their degrees at 3.5 at the college data is 3.17 again what you’re seeing is time
enough for example if you look here it appears that the
chancellor’s office decree that was reported no 506 was
probably reported no 405 it has happened after the deadline and
your C c7 the variances their weathers minor but they’re very close
I’m and then nasa for these tickets and decreases as
a mother’s changes so what you’re seeing is even with this
minor changes that the success rates are very low in
this program so that retention rates are much lower
than the average and the completion it agrees to the kids
allow and this is where the date were playing the data from in the second criteria was that job
growth declining job growth and again you’ll see as we did before we
identified with that am standard occupational classification
was its and nice and simple for interior design and you see that i’m for program just
continues it was a growth of 6.5 percent and LA County 8.4 percent me what does that mean if we look at the
data that is a total of 61 jobs within the next ten
years are currently available on wheat 61 jobs
over the next ten years in Long Beach 185 we’ve seen below then are all as the other interior design
programs within 50 miles if you look at the number of programs
number of colleges that offer yes and you look at the
growth 185 jobs over the next ten years you can see that we have low success
rates and there’s not a lot of job growth in this industry who in me the other one was and then is here to
offer bareback so looking at those three pieces there is why this program appeared on program
discontinue so at low success rates I’m not like top grows and lotsa other
providers at you keep aviation maintenance hats and had the criteria little bit
different so into aviation maintenance again you
have to look at all four of them together to the first one is the Casa the program
relative to the number students served the declining projected local employment
growth student access as measured by had weekly student
contact hours versus full-time equivalent
faculty I will explain that very simply at Sam summer the jargon we have and and
then program is offered at nearby colleges okay to the first piece is the cost the
program for students so there were some questions about this
I want to break it down actually show you how this works I’m this cost is estimates actually a little bit
higher for full-time faculty but that have typically we estimate that
a full-time faculty member is about a hundred and ten thousand
dollars with salary and benefits so four full-time faculty is 440 and still higher than that because our
faculty have actually been here I’m wow sounds add 60,000 part-time faculty over low classes and
then we do it average equipment replacement cost and 600,000 an when we do the cost when we did the Casa Grande the the
actual their first two equaled and Senate equalling have
500,000 the equal 7-iron 32,000 and then we had a lower equipment
replacement cost for this last year but this still keen and have by of the
600,000 26 are thousands good estimate as we
built this and so the annual cost is 16,000 and then what we do is we divide that by
the completion rates so the number I’ve degrees and
certificates new member we went back through that to you do the ninth place to 6.5 equals
the 1525 n you fight that you get the 38 at 1700 that’s where that numbers coming
from this is a high-cost program it’s not the
only high cost program at the college I’m are Associate Degree Nursing as a
high-cost program idea my eyes a high-pass program and so
that’s why you can look at this in conjunction with the other criteria that are presented yet look at olives
and to get test the tram that the question trustee try raise is
if you’re not counting the FAA certificates out in you do this Matt I can divide because you’re leaving out
numbers that caused right bill should be in in again or for you back to a my comments earlier if you’re comparing
the costs have an associates degree if that different cost structure been
offering just an epic a certificate hey we are
not on a our numbers are not do not count if a certificate
because we’re not awarding cancers of it degrees and certificate
you would need a very you need it very different cost
structure award degrees and certificate again these are college level degrees and certificate though the
capacitor associated with the Warren degree and certificate a are specific to that if we were just a
war in the FAA certificates there would be a much lower cost
structure we we are required to a to to count degrees and certificate because up the full time faculty their qualifications are specific to
Warren degrees and certificate the program is developed to include
offering horses that lead to the degree and
certificate that cost structure is very different so that’s why the FAA certificate or not
gonna because it wouldn’t be fair to all pro I mean
for example the associate degree in nursing we can down degrees and certificate week recount the associate degrees a specific
to that program now there are a number of other would
ever get that pic bro be awarded there’s Pacific to an industry we do we
don’t count them because we’ve designed to the curriculum
a associates degree and I realize that
causes some confusion but the cost structures that we generate for
all over degree programs are specific due to these kinds ove a a mathematical function you could say
the same thing for just about every program that is somewhat career technical
education related I’m automotive would be the same thing there could be some specific but if it
gets that are Pacific to an employer to an industry that we don’t count and we don’t count
in our cost structure and there right right let me repeat and this question that
them many students do not need the degree
they need the FAA certificate and I think that is
a great point Andrea and and I made that point a
little earlier we do not need a college degree and certificate program to offer the FAA certification it costs
a lot less just of the FAA certification if that’s
the student need then you just made my case to
discontinue aviation me because the degree program
we don’t need that huge power structure we can do it for a lot less cost give the students what they need so i i
agree with your point actually and that is the discussion that we’re
having now is trying to tailor the program so that it just focuses on FB a
certification and those FAA certification is that are
required by local employers but that’s what we’re trying to get to
in so although you hear the discussion about
this continuing the degree program which are not hearings discussion to
figure out which components offer the local employers in that conversation
is happening now but again you don’t need this cost
structure offer an associate’s degree to be able
to offer the specific employee related certificate yes go ahead that questions there raised is up why are the students party any
discussions that are going on with local employers regarding offering it FAA
certificates up first evolved we r early in those discussions and I see no
reason if we get to a certain point those discussions why we couldn’t include summer students in terms of what
is being going to be off but these are very
specific to the employer is the employer who wants the students
with the certification so these discussions are with the importer works and a.m. you know we’re trying to
do this for the benefit of the students as the concerns have been raised by
several students in a specific concern that you raise which is students want the FAA certification they
don’t necessarily want the degree so we have heard the concerns and we’re
trying to address I’m now just report a reference you’re a
style 5 title5 is specific to degree and
certificate programs what we’re trying to do is accomplished
this goal by going through an in creating a.m. instructional services agreement with
specific employer group those are very different than certificate and degree
programs we can still do that we do that for example with police and fire in the
city with a number of other employers but a.m. I think it’s as we progress I think we can do everything we can to involve the students in the program
let them know what’s happening in our hope is that we can get to a
point where we can offer these certification courses now we do need the some support from the faculty in that
program ultimately the faculty who have the certification to teach it
have to teach it but I i think we can get there over overtime at this question we can certainly do that thank you for that and certainly am the
land and doctor peterson will be here after work

and again there are other high-cost program Silicon Alley is to get to look at the high cost
program and then as we talked through before in the day discrepancy we talked about
that declining job growth your scene your significant declines I’m a lot of
this has been a long time coming in monk yes we know
as for example boeing has been only but
there’s been some changes in our local so am you’ve got a hike high-cost program
decline in job growth a clear and then we look at this idea
student access and a simple by this into you how the
state funds s break the state has to figure out wide
is air in the amount of money that they provide
I’m or students for ok and how they do that is the measure
with a cop productivity so as a benchmark the status seems that
a full-time faculty member should be teaching approximately by three-unit courses with 35 students enrolled in each class and so that
equals the magic number 525 you hear a lot right five classes time three units times 35
students I that I’m now as we know classes are
different in units summer to summer or I’m we know the sizes of classes at very as well but the expectation is that a college is getting as close
the 525 as possible because that’s what they’re getting funded that’s what is the state saying is this
is how much money you need he’s got a class A 35 when we look at at all career technical education
programs they tend to be a little bit smaller and
so are average over six years is 471 which is about 31 students a class
person’s the 35 so it’s a little bits I love this %ah
smaller but I would make sense for that typeof courses that are offered in
these programs aviation maintenance is a lot smaller at 351 so that’s about twenty three
students you can see there were twelve students below that
that with the productivity level is for the state to why is that
important because again we’re getting funded based on
having 35 students in a class we have 23 that in packs are
fine and in that binding then Impax the
services we can provide the course is that we can offer
generally all that we can do it call so that’s why they’re connected so we
have to be looking at with the state games productive testify and am it Yemeni that again Lenny many Texas real quick is that I 23 mention that there are limits on Roman and seventies programs
for example there are limits and enrollment a nursing amber students there a lot and nursing
course so again as I mentioned before this alone this one criteria loan might not lead to program discontinuance
but when you look at again high-cost low job growth and then the small amount when you put
all these pieces together your seemed that costs that that excessive this program is much lower so that’s why it is considered programs
continuance the other piece to look at again is as we looked at the jobs
available over the next ten years and again you’re
seeing here other how colleges in the area that offer programs we include a crimson
Technical College which is a a for-profit they come about over 200 certificates a year I mean cell their is there’s a high saturation students who are completing these in this and
area there’s a high cost of the program and there’s not a lot of ground that give you a sense and why this
program was considered for program discontinuance so again these are the criteria we went
through and the idea that we’re pulling for all of the programs you know we want to be able to you have
you be able to access this on your own but also if you’ve got questions that we can meet with you in small
groups to 11 walk is doing programs that you’re specifically interested in
1i would recommend if you’re interested in sitting and walking through with us
would be audio production because its unique in that it’s a subset
have a larger one so it’s not as he’s gone the chances of this in pool

curriculum process well actually go from offering an staff 148 degree and certificate options in 2011 282 degree and certificate
options available on correct technical education
programs and 200 and 2013 you can see that there’s a concern
that we’re stepping away for prompting a critical education programs and it’s
not the case I’m we are growing in that offerings we
have in these programs yes yes the question is I think can use
examples where the silence changes have occurred
and and degree and certificate options as a vice president yea have long as I
mentioned that their at the computer science
department had recently as or five new certificates available to
their program never just approved through the creative process Business Administration is another
example right a source to find the example some
examples are coming through the quickening process are they do come to the board under the
Academic Senate report it’s just a question is I’m the increase into Greece’s if option I’m offered out
will they be offered at that specific Coast campus since we know that there’s been a
reduction in some other discontinue programs there and the answer is yes that the goal as
you see is is we are expanding the comprehensive nature at the courses offered at the Pacific us
campus and with the new buildings coming online that allows us to offer classes we were
able to offer before to will be continued to expand the last night I want to show you that
open to questions is again this sense as and lots of
questions about 30% chance casual so what’s gonna be offered in the summer all these courses are available online
on the summer sky I schedule online that’s why the pool
house you can see which these courses are there so with that said out what questions what is no questions are there a and a race question is to whether or
not we can a.m. layoff faculty because the reasons
that have been site I’m and I’m I’m not going to my maker legal interpretation well i can
tell you is that the college’s file every required
procedure has worked with the faculty Union to go
through all the required procedures and all love those cases have gone to an
administrative law judge has ruled that all those layups are
legal yes them yet this question was it with regard to Tom some %uh the goals that I’m we’ve had it because whenever mister
pursue external funding sources up we have aggressively pursued expiry
of bunnies or something some other more recent when it sources that we’ve backed
this are the lumina foundations within a student
success grant which provides us resources to continue to work with
the community to improve Latino student success in the community that directly
aligns with the board’s goals you continue to work to and improve the
Long Beach polish promise and improve student success in general
I’ll we have applied for on a number love economic development workforce
development grant and in S a miss Bynum to get with you
afterwards they give you a list of all those Brett but we’ve for
we’ve had a number of those grants coming in which are provided either direct
workforce training to displaced workers or have provided bonds you work go
within our curriculum process to enhance protect education program so we continue
to pursue those sources I’m we’ve also receive a number love grant in support or the other part to
the college just as the economic development part which is a working to improve more business
development in the community as well so that we can generate jobs me so if
you want a specific report on all those I’m sure vice president bind can provide
your list it just in the last year of all the grants and awards that we’ve see back
then back yes the questions raid was regarding
financial aid and whether or not the cause is pursuing any
additional sources: a that would help students who’ve already you’re more than six years or on
academic probation or otherwise not able to access federal student loans
how can we help and you Long Beach City College is has I’m one of the largest financial aid
programs in the entire state California were typically number one or two with
the los reales district which is a much larger district and in a dope we definitely have a huge need
in our community a we we have a very active Foundation which provides scholarships
a.m. know we have the border governor fee
waiver which most diverse students are eligible for nearly 80 percent over
soons actors the burger fee waiver so we try through our financial aid
office to provide as many options to you as a student as possible
which is why we have that one of the largest financial aid programs in the
state having said all that I and erstand you
still have many challenges in in getting the aid that you need in many
times students are forced to you to get loans I am we continue to you work with the the state government
and federal government to promote more access you hell to the federal government which
is your primary source of financial aid from the federal government and Cal Grants in California will
continue to do that work but other than that those are the primary sources have eight
and we continue to do everything we can to bring as many the Spurs worth you we have two questions back
here the question was this program
discontinuance have anything to do with the changing in the academic calendar from 18 weeks
to 16 weeks that your question I the answer that
question is no they’re really two different issues or
college went to compress calendar weeks being weak it doesn’t really
change are our cost structure just compresses the
calendar in the primary reason for that is to provide more opportunities for students so that we
can offer a winter intersession not just a summer intercession we
haven’t had that opportunity yet because they bunnies big butt so much but we do have
that option coming up that students connect this more courses
during the academic year over here I think that’s a great question question
was one of the goals was to promote collegiality throughout the college in so what steps
are we taking and happen have our academic senate
President here as well and I can tell you that and this has been a primary concern
to all over leadership myself Academic Senate President the full-time
faculty union president and part-time faculty union president we have
discussed the settling this has been a very difficult time over
the last three years for we’re not just our college prep for
every college in the state of California there’s been a lot of changes thrust
upon our institution whether that be the increased scrutiny on accountability
I’m the dying over of student learning
outcomes with requires faculty you really a.m. changed the way they
look at how students are achieving with us both to achieve so it’s been a great deal rest upon us
not to mention the changes that we just talked about today I’m I’m committed to continuing to work
with the faculty leadership find ways to improve our relationship
and to improve their working conditions we’ve been working specifically with the
fact that union look at ways that we could do that I
think we her beginning to see progress in those areas a lot of it has
to do with the climate that we’re in in the
changes that we’ve had to go through a.m. this card has been around for
eighty-five years very difficult to change the culture of
the college and we’re right in the middle that so I am yes you’re right there has been a lot of friction it’s unfortunate that
that friction shows up in the classroom you know it’s
something that we need to resist that is something that we as
professional educators need a he within ourselves and by solutions or
so up I’m committed to continuing to do
then I think we will make progress over the next couple semester yet

ahead okay St Troy a.m. ask the question is why we are looking to hire faculty and why a a there’s been a discussion with the
faculty Union about salary increased that wrecked well
first of all with regard to the faculty Union a we continuously discuss things that are related specifically to their
wages and working conditions with it with the unions well as with the
bus by Union the part-time faculty that’s an ongoing function at the Colo
%ah the college has a commitment to discuss
with the faculty Union issues that they raise in how we might
be able to accomplish those the faculty Union has repeatedly
requested discussions about gallery in working
condition so I’m not sure what specific discussions
you’re referring to but those are confined to negotiation and any salary increase that happens either an hour into the future
has to be negotiated between the two parties and then
approved by the Board all right now there is no salary
increase I’m if you’re referring to a question I was
asked recently at the unions Rep Council I was asked
whether or not there will be an opportunity to begin discussing Valerie anytime to in my answer was once
the governor comes out with the is January 2014 budget and we see that there is budget
stability then we can begin having those discussions in
negotiation with regard to faculty we are primarily driven by student
demand this policy we have tremendous didn’t
demand in particular course those poor courses in social sciences
English Math we have not had an opportunity to fill that demand with back with the because
the state has frozen are funding over the last several years and frozen the
number faculty that we require higher though we r behind in terms of the number full
time faculty we should have the number full-time faculty we have is governed by Stach we have an actual
formula it in place that now says how many
full-time faculty we should have irrespective of what
we’re doing that number exists and we have to continue to try and reach
that goal that number for time faculty so over the
next several years we’re going to begin seen additional
revenue and we will be required to hire for back we so that’s why the
discussion is breaking point and a and then back mmm well and their I mean the question is
trying to understand California Education Code and how it’s
applied to our college in every college state you know first of all California
Education Code is Tom a is put into regulation those regulations are governed by the
border governors for the California me college transfer stop specifically faculty hiring is in regulation through the chancellor’s
office we adopt certain regulations to comply with how that’s interpreted but your
interpretation of California Education Code a may not
be specific to the practices that the
border governors has employed to me the requirements of
California Education Code to these are nuances that I i realize
are difficult for someone just looking at Education Code verses regulations that
were required to follow a in you know if you wanted to
spend some time at some point walking do some those questions be happy to do
that and your doctor peterson would be happy to do that a and we look be happy said to down with
you I don’t know if ASB president Lorenzini or student
rusty Troyer has shared with you legal opinions that we’ve given them but we feel that we have clearly followed up
all California Education Code and in our own Brown Act so a I’m not sure what discrepancies your your be you’re speaking specifically but
I would love for you to put those down specifically so that we can walk you
through just as we have here I don’t know that
the entire body this here today want to walk to all
those but I wanna make sure we have enough time to
answer the question well their red readily available on the
California Community College chances of website back yes hmm chin was I am. the staff support
particularly psychologists in the Student Health
Center as relates to are funny certainly the Student Health
Center is funded specifically who student fees and allow that reviews
based on the level up in Roman we have the college with a decline in Roman over
the last several years so place like this the Student Health
Center been a decline enrollment but
specifically to the staff in i’d have to refer you to doctor pearson to look specifically at
the Student Health Center is where where that growth is I don’t have that
of duck my head but those are certainly questions that arise
quite a bit what are the best services to have with the greatest number of students and
I know they’re constantly struggling with that ballot
so be happy to refer you to talk because then specifically on that question yes right the the question that’s raised is
specific to student loans and who to talk to if you having any issues with student
loans up all I can say right now is the best
place to get information and advice about the loans
would be to our financial aid office I realize that they are impacted with
many many questions specifically with incoming students but I would try
to make an appointment with the financial aid counselor to get that question resolved a student loans are very can be a very
tricky issue me we don’t have direct control over the
student loan process but we have people in the Financial Aid
Office who could give you very good advice on
how to best approach that so I would I recommend it you park yourself in the Financial Aid
Office try to get an appointment as soon as you can and make ok to wear your concern I know
we’re going over the time but I’m happy to answer a few more questions
yes the question is a.m. there’s been them concerns raised that we are
reducing the number of courses in programs like music apartment on and offering more general education
courses that lead to degree completion or to transfer that
question really is separate issue from what we’re
talking about today the what you’re referring to is the changes
in state policy around course repeatability so the state
recently changed its regulations around or repeat abilities on the past
students but take a course multiple times in this primarily impact the Performing
Arts area music performing arts because many
students per for example learning a particular
instrument or I’m be in in in singing would take a class
multiple times to perfect their craft up the state will no longer fund us for
those repeat courses so that’s why you see a
reduction in those courses and then we are shifting those resources courses that are
greatest demand for the students so that course reduction was going to
happen anyway and and has been happening in all over
colleges because the changes outside of our control here we just made
the commitment that we would shift those resources courses upgrade is the man pursued a.m. the faculty in those programs are all
are working with beans the figure out how to go forward
as their way to modify curriculum to try and deal with some %uh these changes in the impact on students but also
mately it’s just a to California no longer want 10 to repeat courses and we have to find
a way used to deal with that and as we do but those resources in place where it’s been impacted the great I yes this is will take one more question 0 the question that was raised what are
we doing for students who may not be able to access a summer
courses and how we helping them complete their program of study york-new take those courses to another college there’s a lot of work being done around
that as we speak we are trying to identify all the
students who could benefit from these courses making sure that them they get
information about the course is trying to get them set up with appointment with
counselors we are working with on our own it 2
articulation of two to ensure that the forces that we have articulate the other
colleges so I’m not sure where you’re getting
your information but I would recommend that is to continue to have those
questions for you I’m bring them up with the with but
doctor peterson who can specifically resolve those questions as soon as they come up and to ensure
that if there’s any students out there who
have questions or concerns about where they’re at in the process that their raises questions frankly
members or see a counselor his boss as we have me counselors
available for all the programs hmm I we have been addressing the concerns
that have come up at the board beans we think that we have addressed them based
on the questions that have come up with those students that we’ve been personally in touch with those student
so if you have specific concerns or questions I would say document them Pacific to the students that are
expressing those concerns and get those to doctor peterson so that
we can personally reach out to those students and find out what they’re lacking I would you like to handle met Houston I know the one group that I will reset
it this week is on a body at a mechanic in diesel so I’m I know that is occurring this
week at the last year form since its supposed
me that question is there somewhere specifically going to those classrooms
this week I’m but I would say having contact my office
and then we’ll do that then I’ve been meeting with students over the last
couple months and set up okay with the I’m just gonna make a few
closing comments first while I wanna think those you came out and asked questions I
really appreciate it because you know I think there’s been some
unfortunate characterizations about what’s been happening I’m certainly there’s been no intent to
mislead it’s unfortunate that comments have been
made specific to the integrity love the leadership because whether that be the
administration at the Faculty I’m I think those are unfortunate with especially since those questions were
never raised specifically with any one group in again I’ll repeat
that a vast to interest Detroit to provide me with all of his concerns information
that led to his questions discrepancies and so we hope
that you get that the weekend work Pacific Lee with that information
be able who provide direct responses that day
that we hope that we’ve provided to them among those responses here again this is not a question love love a misleading is certainly is a question
of whether or not on data sources where we get our data
sources how we interpret the data how we interpret are processed and
certainly everyone is I am can question the
decision I’m questioning the decision is is everyone’s right whether you be
faculty/staff student and that’s certainly something
that that is up for debate I was not up for debate is whether or
not anybody tried to mislead anyone I think that’s best unfortunate
attack on people who work at this college
specifically support you and so with that I’m going to you close and we’ll be back
